Based on Decree of the President of the Republic No. 103 of 14 May 2007, every two years the National Observatory prepares a national action plan, upon a proposal made by the Minister of Labour and Social Policies and the Minister for Family Policies, after hearing the mandatory opinion of the Parliamentary Commission for Childhood and Adolescence. The Plan is adopted by Decree of the President of the Republic after hearing the opinion of the Unified Conference and the resolution of the Council of Ministers. It establishes the priorities among the programmes for children, strengthens cooperation for the development of children worldwide, as well as the coordination among public administrations, the regions and local authorities, and identifies the funding methods of the planned actions.
